The Empowerment of Local Farmers, Base On Community Sustainability to Improve the Rice Productivity

Abstract

This study aims to explore, analyze and describe the social interactions of empowering farmers, as well as models of actor relations in social interactions between field extension officers and farming communities in Rubaru District, Sumenep Regency in increasing their productivity. In general, the communication of empowering farmers with field extension workers has layers of problems both socially and culturally. The research provides recommendations for increasing the effectiveness of social interaction and empowering local farmers to achieve better community-based sustainable development in the Rubaru District. Furthermore, focusing on research questions a) How is the social interaction of empowering farmers in Rubaru District, Sumenep Regency in encouraging farmer productivity?- b) What is the model of actor relations in social interaction between field extension workers and farming communities in Rubaru District, Sumenep Regency in increasing their productivity?
In more detail, it can be reduced to the focus of research by emphasizing a) social interactions empowering local farmers in community-based sustainable development in Rubaru District, Sumenep Regency- b) map of Community Base Sustainable Development relations- c) model of actor relations in social interaction in increasing the productivity of local farmers. This study uses the main theory of community empowerment, and supporting theories including social interaction theory, knowledge construction theory, and community awareness theory. Meanwhile, the relevant social theory in this study is the theory of social behaviors, social exchange, and social communication. The research method used is qualitative. The research location is in Rubaru District, Sumenep Madura Regency. The research informants involved were 13 people for in-depth interviews, FGDs, and observations, consisting of shallot farmers, rice farmers, farmer groups, field extension officers, agencies, and community leaders. The process of power collection and analysis includes a) data condensation, b) data presentation, c) conclusions, and d) triangulation.
This research resulted in several conceptual findings, including a) Social interaction empowering local farmers in sustainable development emphasizing the concept of transfer of knowledge that is appropriate to the values of local wisdom, and self-sufficiency in farmer groups. This creates an effective multi-directed development of social communication which has an impact on increasing crop productivity. b) The model of actor relations in sustainable development underlines the empowerment of farmers through social communication based on local wisdom and Kyai patrons, facilitating the exchange of information and experiences, opening farmers^ access to information, and harvest productivity development networks. The construction of knowledge and behavior in farmers creates opportunities and encourages community-based change, with supporting and inhibiting factors depending on the quality of communication between the Poktan community, PPL, and Kyai. Theoretical implications include contextual knowledge transfer of local wisdom, promotion of social communication and policies referring to patrons, integration of experience and empowerment of farmers, and information on community networks. While the practical implications are strengthening local knowledge, participatory approaches, cooperation networks, effective social communication, and increased productivity.

Abstract

The simplification of the bureaucracy mandated by President Joko Widodo in 2019 for all government agencies through trimming the structural levels of echelon officials which are equated to functional positions. It is hoped that the mechanism for cutting officials through a process of equalizing positions will have a positive impact on improving performance and service to the community. From the apparatus side, this effort is expected to motivate functional officials to achieve credit scores through increased performance, competency and achievement. At the Ministry of Religion of Aceh Province, the equalization of positions begins in December 2020. This change is expected to create a conducive organizational culture through ongoing changes so as to improve public services.
However, in its implementation there are still obstacles and conditions that are considered to be less efficient and flexible. Mechanisms that disappear instantly require each apparatus to readjust to a working environment that feels new. Likewise with service adjustments that require socialization of change service procedures as a result of reducing the number of organizational structures and trimming work procedures. All of that will have an impact on administrative management, work procedures, public services, and the budget.
The purpose of this study was to determine the effect of organizational changes on work culture and job satisfaction of employees of the Ministry of Religion of Aceh Province. The analysis was carried out using qualitative methods. Data was collected through questionnaires, interviews, observations and documentation. Document collection is carried out on relevant data and sources.

Abstract

Metri Deso or (clean village) It is a culture and tradition that is carried out every year with the aim of purifying or cleaning the area, area, place, village or hamlet which is the place of residence for mankind. in Blau Hamlet, Permanu Village, Pakisaji District. It is considered sacred to invoke Salvation expressing gratitude to God for the grace that has been given to society. such as health, physical and spiritual safety and abundant fortune, and besides that to serve ancestors spontaneously based on instincts and beliefs.
The chosen research method is qualitative, emphasizing aspects of the Phenomenological Study. Determining the informants selected purposively, while collecting data through observation, interviews, and documentation techniques. Data analysis refers to Milles and Huberman with integrative paths and critical analysis techniques. The results of the analysis reveal culture or tradition as an alignment, increasing harmony, tolerance, togetherness among citizens strengthens a sense of unity and oneness. Furthermore, it is hoped that culture or tradition will continue to be remembered for its history as knowledge, so that it can be passed on to our children and grandchildren in the future so that it does not perish with the times

Abstract

Culture is a way of life that develops and is shared by a group of people and is passed down from generation to generation. Culture is made up of many complex elements, including religious systems. Traditional culture of inter-nation marriage often invites many people^s questions. Of course, the most frequently asked questions relate to the customary culture of marriage
This mixed marriage has its own consequences, namely the enactment of legal norms from both parties. Traditional marriages between nations occur a lot in Indonesia in general and especially in the people of Aceh, including the city of Sabang. The city of Sabang is a destination and attraction for foreign people to come to this area and even get married, this is because the geographical location of the area is very strategic, supported by the condition of a very open, and tolerant society. Mixed marriage is one of the most common marriages among the people of Sabang. The aim of this research is to describe and analyze interethnic cultural customs, to analyze the supporting and inhibit factors of interethnic customary marriage culture. The focus of this research is to find cultural adaptations to interethnic marriage customs. civilization and community behavior as well as the character of the traditional marriage. This study usesing a qualitative approach and the nature of the research used is descriptive analysis.

Abstract

The government is currently intensively improving the tourism sector, especially tourist villages. For example, there is one village that has now succeeded in exploring the tourism potential in its village. This village can even become an independent village and dubbed as a billionaire village. The name of the village is Sekapuk Village which is precisely located in Ujungpangkah District, Gresik Regency. This study aims to determine and analyze the use of former stone excavations into natural tourism after the village^s original income in a green economy perspective. This study used descriptive qualitative method. The subject of this study is natural tourism in the perspective of green economy towards increasing the original income of the village. Data collection techniques use interviews, observations and literature studies. The result of this research is that Setigi Nature Tourism is a tourist destination that adheres to the principle of green economy that is able to build a beautiful village tourism and can be known to foreign countries. With tourism development, not only the economic problems of the community can be solved, the existence of tourism also affects the original income of the village. There needs to be a new innovation and promotion so that natural tourism can be more developed and advanced.

Abstract

The service of nursing staff in the management of tuberculosis (TB) patients at the Darul Imarah Health Center, Aceh Besar District, is due to the limited ability of human resources to carry out data collection actions so that it is not yet known in real terms about the examination and treatment that will be carried out. As for the formulation of the problem 1) How is the Service of Nursing Staff in Handling Tuberculosis (TB) Patients at the Darul Imarah Health Center, Aceh Besar District- 2) What are the Supporting and Inhibiting Factors for Nursing Services in Handling Tuberculosis (TB) Patients at the Darul Imarah Health Center in Aceh Besar District. While the objectives of the problem are 1) To describe the Services of Nursing Staff in Handling Tuberculosis (TB) Patients at the Darul Imarah Health Center, Aceh Besar District- 2) To describe what are the Supporting and Inhibiting Factors for Nursing Services in Handling Tuberculosis (TB) Patients at the Darul Imarah Health Center, Aceh Besar District. Theoretical benefit, as an effort of researchers in transforming this research so that it becomes a contribution of thought to the development of studies to realize the systematic implementation of public policies with regard to a concept and/or theory that is developed through understanding, understanding in Nursing Services for Tuberculosis Patients at the Darul Imarah Health Center, Aceh Besar District . Practical Use. It is hoped that this research can serve as input as a basis for consideration in efforts to combat tuberculosis and resources for tuberculosis control at the Darul Imarah Health Center in Aceh Besar District. The research approach was carried out using a descriptive qualitative research approach, through research with benefits information using interview techniques, documentation, observations and conclusions were carried out to obtain Nursing Services for Tuberculosis (TB) Patients at the Darul Imarah Health Center, Aceh Besar District. The results showed that in an effort to improve the quality of service at the Darul Imarah Health Center in Aceh Besar District, it is necessary to take steps to improve the quality of service for nursing staff for TB patients. This includes increasing the number of adequate nursing staff, increasing accessibility to training and education related to TB control, as well as increasing supervision and supervision of nursing staff for Tuberculosis Patients.

Abstract

The Jeulanga Village Owned Enterprise (BUMG) in this case as the party that manages the bottled drinking water production business (AMDK) and the Government of Gampong Jeulanga Mata Ie as the owner of the capital certainly requires in-depth research related to the governance of the feasibility of the business or business being run so that the process AMDK business development can run effectively and can be beneficial for village economic development. Even so, the implementation of BUMG is not without obstacles, there are still some problems in its implementation. There is a lack of public awareness in economic empowerment due to low education and livelihoods as farmers and a lack of public knowledge and understanding of empowerment programs is one of the problems that can hinder the empowerment. In addition, the lack of capacity or ability of BUMG managers makes the institutional system of BUMG Ie Jeulanga not run optimally and dependence on government assistance so that there is no spirit of independence.
The aim of the research is to describe and analyze the implementation of the governance policies of BUMG Ie Jeulanga based on the Regent Regulation Number 30 of 2020 and the BUMG business development strategy and to find out the factors that support and hinder the governance of BUMG Ie Jeulanga. The method used is descriptive qualitative. The data sources used are primary data and secondary data. The research uses data obtained through interviews, observation and documentation. The several models of policy implementation put forward by experts, the researcher focused more on the choice of the policy implementation model put forward by the theory of Van Horn and Van Meter in Agustino (2008: 161) to serve as a reference in the study of the policy implementation model on ^Business Entity Governance^ Belongs to Gampong (BUMG) Jeulanga Mata Ie, Bandar Dua District, Pidie Jaya Regency (Study of Policy Implementation Based on Pidie Jaya Regent Regulation Number 30 of 2020.
Based on the results of research and findings in the field, the governance of BUMG Ie Jeulanga based on policy implementation has a myriad of problems. Shows that the role of leadership and community participation in village development determines the success of economic transformation in Gampong Jeulanga Mata Ie, especially in the AMDK Ie Jeulanga business. The role of leadership can be seen from four indicators, namely: ideal influence, motivation, inspiration, intellectual stimulation and individual consideration. A good management system, such as job descriptions for each employee and a clear coordination system, will make it easier for BUMG managers to achieve goals or targets. This has not been applied to all of the AMDK Ie Jeulanga production business, where each element of the BUMG Ie Jeulanga management should have clear duties and functions as stated in the Statutes and Bylaws (AD/ART). Existing financial resources are still not sufficient in implementing the BUMG program, this is because the funds disbursed by the regional and village governments, that is, on average, these budgets are still used in the form of fixed and movable assets. Meanwhile, to focus on using the budget for the operation of the AMDK production business, this will only start in 2022. Implementers hope that there will be sufficient sustainable financing so that they can empower more people to increase the production of the AMDK business more optimally. The potential for human resources for BUMG managers is still very lacking, most likely the level of education and staff expertise is not in accordance with the jobdist of the AMDK production business, because the majority of the residents of Gampong Jeulanga Mata Ie earn a living as farmers/planters as well as casual daily laborers and with the establishment of the AMDK business unit by BUMG Ie Jeulanga, it is hoped that there will be employment absorption, both direct and indirect labor. Administrative management and financial reports have not been managed properly, this is because managers are still doing bookkeeping manually and not routinely in inputting data so that researchers have difficulty getting data.
The final conclusion regarding the Governance of BUMG Jeulanga Mata Ie, Bandar Dua District, Pidie Jaya Regency (Study of Policy Implementation Based on the Pidie Jaya Regent Regulation Number 30 of 2020 Concerning the Establishment, Management, Management and Dissolution of Gampong-Owned Enterprises), is to provide output achievements with practical implications for the Government It is hoped that Pidie Jaya Regency and related parties will be able to recommend management activities for BUMG AMDK Ie Jeulanga production by focusing on work plans, management aspects, business capital and reliable human resources as well as policy development regarding this matter.

REGIONAL TAX REVENUE ANALYSIS OF LOCALLY-GENERATED REVENUE BEFORE AND AFTER THE COVID-19 PANDEMIC IN PONOROGO DISTRICT

Abstract

This study aimed to find out the contribution of local tax revenue and the effectiveness of local tax revenue in Ponorogo Regency as measured by the ratio of effectiveness and contribution. The analysis was carried out using qualitative methods in the form of ratio analysis, namely the contribution ratio to calculate the contribution of each local post to local tax revenue from 2018 to 2022, and the effectiveness ratio to determine how effective the budget and realization of local tax of Ponorogo Regency. Results of data analysis: First, local tax which is an average of 31%. Second, the effectiveness for each local tax post in Ponorogo Regency is in the highly effective category to more than 100%.

Infrastructure Policy In Order To Increasing Community Social Economy

Abstract

One of the infrastructure policies adopted based on the implementation of the Presidential Decree of the Republic of Indonesia Number 74 of 2014 is the arrangement of areas in Kab. Pidie Jaya. This is stated in the Pidie Jaya Regency Qanun Number 7 of 2014 concerning the 2014-2019 Pidie Jaya Regency Medium Term Development Plan (RPJMK) in Pidie Jaya Regency. Vision and Mission in the development of Pidie Jaya Regency in 2014-2019 need to be translated into general policy formulations and programs in a consistent and specific manner. In 2018 the construction of the Blang Mirou - Kumba steel frame bridge was carried out using the DAK budget. Previously, the residents of Blang Miroue, Ulee Gle Tunong Village, and the Kumba-Ulee Gle community, Bandar Dua District, Pidie Jaya Regency, had asked the government to build a suspension bridge in their area. As a result of the absence of a means of communication, residents in the two areas bounded by the river are forced to take another road which is quite far away when traveling. The aim of the research is to analyze and examine in depth the implementation of policies based on the Presidential Regulation of the Republic of Indonesia Number 75 of 2014 concerning the Acceleration of Provision of Priority Infrastructure in the context of social and economic improvement of the community in the construction of bridges connecting gampongs in Gampong Blang Mirou-Kumba. The method used is descriptive qualitative. The data sources used are primary data and secondary data. The research uses data obtained through interviews, observation and documentation. Based on the results of research and findings in the field, the final conclusion is that the implementation of this policy can provide output with practical implications for the people of Pidie Jaya Regency, especially the people of Gampong Blang Mirou and Gampong Kumba and the Government of Pidie Jaya Regency so that there is increased social interaction between these areas and an increase in the regional economy. An interesting finding is that when the road was widened for the construction of the connecting bridge, the community gave their land for free without having to be compensated by the government.

Supervision of Panglima Laot Lhok in Preventing Illegal Fishing

Abstract

Coastal communities throughout Indonesia who depend on marine wealth carry out the pattern of controlling the sea area as well as the pattern of controlling the land area (land). Aceh has rich cultural values. This has become one of Aceh^s well-known characteristics, which indirectly influences the formation and implementation of state law. Located in the westernmost part of Indonesia and directly adjacent to many countries, Aceh is often a place that experiences illegal fishing. The Laot Customary Law Institute, headed by a panglima laot, is a customary institution that plays an important role in regulating the utilization and management of coastal and marine resources. This institution is responsible for implementing and supervising customary rules in the field of sea that have been determined and decided through customary deliberations of the handlers of the laot who live in the area. Aceh^s sea area is very strategic and has great marine potential, which has many marine natural resources, both biological and non-natural, which makes Aceh vulnerable to illegal fishing. In addition, Panglima Laot regulations state that fishermen are prohibited from bombing, poisoning, sedating, electrifying, taking coral reefs, and other actions that can damage habitat and other biota. The aim of this research is to analyze and examine in depth the supervision of Panglima Laot Lhok in preventing illegal fishing. The method used is descriptive qualitative. The data sources used are primary data and secondary data. The research uses data obtained through interviews, observation and documentation. Based on the results of research and findings in the field, the final conclusion is that Panglima Laot Lhok always supervises in preventing Illegal Fishing, either directly carried out by Panglima Laot Lhok or by coordinating with fishermen who are at sea, but the vast sea factor causes supervision not to occur properly and thoroughly, sometimes illegal fishing also occurs.

Development of Halal Tourism Organization in Banda Aceh City

Abstract

The development of halal tourism is an alternative for the tourism industry in Indonesia in line with the trend of halal tourism which is part of the global Islamic economic industry. The dynamics of world tourism in the last three years have been influenced by the increase in the number of trips between countries and economic growth, especially in the Asia Pacific region. Tourism development is carried out based on Government Regulation RI No. 50 of 2011 concerning the national tourism development master plan for 2010-2025, which consists of a national tourism development master plan, provincial tourism development master plan, and district/city tourism development master plan. Tourism development is an integral part of the national long-term development plan. The program is supported by the issuance of a special regulation for the Mayor of Banda Aceh Number 17 of 2016 concerning the Implementation of Halal Tourism. The regulation explains that halal tourism is a tourist visit activity with tourism destinations and industries that provide product, service and tourism management facilities that meet sharia elements. The aim of the research is to analyze and examine in depth the policies of the City Government of Banda Aceh in the implementation of Halal Tourism as well as the support of facilities and infrastructure to increase Hala Tourism. The method used is descriptive qualitative. The data sources used are primary data and secondary data. The research uses data obtained through interviews, observation and documentation. Based on the results of research and findings in the field, the final conclusion is that the Banda Aceh City Government^s policy in implementing Halal Tourism in Banda Aceh City is considered good and its implementation is also good because of high community support in implementing the halal tourism policy. Abstract

This research study about supervision of the Aceh Regional Representative Council for the direct cash assistance program in Lhoong sub-district, Aceh Besar district in 2023. The purpose of this study is to analyze and describe policy implementation of supervision of the Aceh Regional Representative Council for the direct cash assistance program in Lhoong sub-district, Aceh Besar district. This study used a descriptive qualitative method with primary data and secondary data as the data source. Primary data was obtained through interviews, while secondary data was obtained from library research and documentation studies. This study concludes that the supervision of the Aceh Regional People^s Legislative Assembly for Direct Cash Assistance in Lhoong sub-district, Aceh Besar district is not maximized and there are still many recipients of direct cash assistance who do not meet the criteria and are not on target. Oversight of the aceh regional people^s representative council is very much needed so that it is in line with the expectations of the aceh^s society.

Abstract

Gender equality has become an important issue and a focus at the national and international levels. Various ways have been done by the government as a form of commitment in minimizing the gender gap. Women as one of the human resources must also be optimal in utilizing their health, intelligence and education, so the issue of gender equality must be connected in the development process. Increasing women^s tasks has a positive impact on increasing economic growth in Indonesia. The Gender Empowerment Index (GEI) between provinces in Indonesia still has a fairly high gap, especially in eastern Indonesia. The Papuan cultural system adheres to the patriarchal system, where women^s lives are dominated by all kinds of demands which are duties that must be carried out by women, both for their husbands, their families, even all the husband^s family line and the woman^s own family. The results of the analysis show that Papuan women^s voting rights in the fields of education, economy, culture and religion have many obstacles. However, there are several ways that can be done, namely by creating a discussion forum to explore the potential possessed by Papuan women and providing opportunities for Papuan women to contribute in voicing their opinions and the role of tribal chiefs and customary chiefs to provide space for Papuan women to be involved in developing their villages.

Abstract

The background of this study examines the impact of interference by foreign and local investors in national development as a form of President Joko Widodo^s government program on social equality and environmental support for Indonesia^s lower communities level. Joko Widodo as a Indonesian Precident since the beginning of his term as president initiated infrastructure development throughout Indonesia, it invited foreign and local investors. These investors can increase the value of the Indonesian economy even more rapidly, it has a positive impact on Indonesia in the future. The high value of the Indonesian economy also has a negative impact on various communities, especially on the social level of Indonesian society. Social equality in Indonesia has not achieved a balanced value between its people so that social inequality arises from all aspects of social welfare of the Indonesian people. This is one of the negative impacts of the high economic value of Indonesia so that people who experience social inequality are increasingly squeezed by environmental aspects that are not qualified to obtain welfare. Environmental support for people who experience social inequality is not achieved, this can be viewed in terms of shelter, food, clean water intake and several other aspects that do not support the lives of people with social inequality.This research aims to realize how influential investors and the development of the Indonesian nation are on their communities, especially among the lower level who are not reached by the Indonesian government as a form of support for environmental welfare.The results of this study contain investors who should be able to make breakthroughs that provide benefits for people with low social level so that they do not experience further deterioration in life, the government must also play a full role in realizing decent environmental support (green environment) so as to achieve social equality.

DEVELOPING STAKEHOLDERS^ SATISFACTION DIMENSIONS ON THE IMPLEMENTATION OF DEVELOPMENT PLANNING FORUM IN KUTAI TIMUR REGENCY

Abstract

The dimensionality of satisfaction is an important theoretical issue, which has received considerable attention in scientific researches so far. However, very limited literatures have been focused in the context of development planning. Building upon the work of ECT model, this study examines satisfaction dimensions of stakeholders in the context of the implementation of development planning forum. A total of 150 respondents from 11 districts in Kutai Timur Regency participate in data collecting. The pilot tests confirmed that all 35 measured items are reliable and valid. This study employs the Confirmatory Factor Analysis to analyze the data. The survey result indicates that 68.67 percent of respondents are satisfied with the forum so far. Meanwhile for the satisfaction dimensions, the results demonstrate that all measured items are grouped into 7 components. These seven factors provide support to the theory of ECT that the dimension of satisfaction in the context of development planning forum also consists of performance expectancy, general satisfaction, confirmation, conditions of support, joy, perceived usefulness, and interest. The study also elaborates the implications of research results for decision makers and provides recommendations for further research.

Abstract

Empowerment is a process of empowering the community to enhance self-reliance, have opportunities to utilize and access local resources, and improve well-being. Social facts indicate that the community of Ngawenomboh Village in Kunduran District, Blora Regency, Central Java, is facing welfare issues that have resulted in malnutrition. On the other hand, there is local potential of the moringa plant, which grows wild and is not fully utilized, despite the fact that proper processing could improve the economy and address malnutrition. The purpose of this research is to describe and analyze the community empowerment conducted by ^Keloris^ in utilizing moringa as a healthy processed product. The research method used is a qualitative descriptive approach, with data collection techniques through observation and in-depth interviews with Keloris and community sources. The results of this research show that the community empowerment conducted by Keloris follows the empowering sustainability approach with technology. The empowering approach includes moringa cultivation, production, production partnerships, and distribution partnerships, which have resulted in community empowerment, self-reliance, and entrepreneurship. Meanwhile, the sustainability approach involves training and developing community empowerment programs, resulting in the emergence of Keloris as agents of change responsible for moringa development in the community. Additionally, the technology approach, through the use of production machines and digital marketing, has increased moringa production capacity and quality, as well as expanded its market. This research contributes to a community empowerment model for processing moringa as a healthy product

Abstract

The policy of supplying rice to the State Civil Apparatus (ASN) in the Sumenep district government is a form of government alignment to empower farmers by buying local agricultural products as a tribute to agricultural products produced by local farmers in Sumenep district. This study aims 1). To explore, identify, analyze and describe the implementation of the rice supply program policy for ASN based on Regent Regulation Number 64 of 2021 in Sumenep district- 2). This research was conducted to gain an understanding of the involvement of policy actors in the implementation of the Sumenep Regency Regent^s Regulation Number 64 of 2021 concerning Provision of Rice for ASN. Therefore, explanatory research with descriptive studies (Stake, 2009) is used as an approach in answering research problems with qualitative methods as an attempt to explain the factors and mechanisms that cause the phenomenon of the object under study (Creswell, 2016).
The results of this study indicate that individual actors influence the policy-making process for the provision of rice for ASN in the Sumenep district government providing input or opinions related to the issues or problems raised, as well as providing support or resistance to the policies taken. However, the implementation of this policy is carried out by considering sustainability and not only temporary in order to provide sustainable benefits for ASN in the Sumenep district government. This policy is implemented fairly and evenly throughout all regional apparatus organizations (OPD), so that there is no discrimination against ASN from certain OPDs. In the policy cycle, actors from farmer groups, the Indonesian republican employee corps (KORPRI), as well as social institutions in Sumenep regency may have different roles depending on the stage of the ongoing policy cycle. Characteristics, interests, and motivations of actors in compiling content- context- and the policy implementation process as a complex process involving relevant stakeholders, including local governments, regionally owned enterprises (BUMD), rice producers and distributors.
The impact of the rice supply policy for ASN in Sumenep district for farmers has the potential to increase demand for rice in the local market and provide opportunities for farmers to increase their sales and income. The impact on ASN can have social and political implications. If the program is successful and is perceived positively by the community, it can enhance the local government^s image and increase political support. The impact on the local government is that not all regional apparatus organizations (OPD) and ASN receive and benefit from the policy of providing rice for ASN. This program must be properly implemented to avoid mistakes in the distribution of rice, which can lead to unfairness in receiving benefits.

Abstract

This research was conducted to describe and analyze the Implementation of Education in the Era of Special Autonomy (Study of the Role of Local Government in Supporting Education at SMK Negeri 2 Business and Management in Jayapura City). The research approach in this dissertation uses qualitative research, which is a type of research whose findings are not obtained through quantification procedures, statistical calculations, or other forms of methods that use numbers. The key informant in this research is the Regional Government of Jayapura City. The data analysis model used in this study is an interactive data analysis technique developed by Miles, Huberman and Saldana, namely data is collected, data is presented, data is reduced, data withdrawal/venification and data conclusions are drawn.

Abstract
This research, conducted to understand haw a religious moderation and the creation of an inclusive society are examined. This article discusses the importance of religious moderation in developing an inclusive society, especially in the context of sensitive religious issues. It explains the role of governments, religious institutions and interreligious dialogue in promoting
tolerance, appreciation of diversity and harmonious coexistence of different religious groups. In fact, this research also highlights the importance of interreligious dialogue, moderate religious education, and government policies that protect religious freedom while encouraging active participation in public life. In addition, the article discusses the challenges of the digital age, including the proliferation of derogatory content and the impact of filter bubbles that impede interfaith understanding. To address these challenges, this paper offers recommendations such as improving digital literacy, advocating for the ethical use of technology, fostering and building good-relationship synergies among governments, religious institutions, and civil society. In conclusion, the article not only emphasizes the need to work together to strengthen religious moderation and create inclusive societies based on the principles of harmony, understanding and mutual respect. But, also given the evolving dynamics, the article highlights the need for community action to strengthen religious moderation and create an inclusive environment that emphasizes tolerance and solidarity among interfaiths. The article therefore concludes by emphasizing the need for sustainable development of interreligious exchanges that reflect respect and mutual appreciation. Additionally, the article advocates for the dissemination of moderate religious education that seamlessly blends religious principles with universal human values.
