Abstract
The Jeulanga Village Owned Enterprise (BUMG) in this case as the party that manages the bottled drinking water production business (AMDK) and the Government of Gampong Jeulanga Mata Ie as the owner of the capital certainly requires in-depth research related to the governance of the feasibility of the business or business being run so that the process AMDK business development can run effectively and can be beneficial for village economic development. Even so, the implementation of BUMG is not without obstacles, there are still some problems in its implementation. There is a lack of public awareness in economic empowerment due to low education and livelihoods as farmers and a lack of public knowledge and understanding of empowerment programs is one of the problems that can hinder the empowerment. In addition, the lack of capacity or ability of BUMG managers makes the institutional system of BUMG Ie Jeulanga not run optimally and dependence on government assistance so that there is no spirit of independence.
The aim of the research is to describe and analyze the implementation of the governance policies of BUMG Ie Jeulanga based on the Regent Regulation Number 30 of 2020 and the BUMG business development strategy and to find out the factors that support and hinder the governance of BUMG Ie Jeulanga. The method used is descriptive qualitative. The data sources used are primary data and secondary data. The research uses data obtained through interviews, observation and documentation. The several models of policy implementation put forward by experts, the researcher focused more on the choice of the policy implementation model put forward by the theory of Van Horn and Van Meter in Agustino (2008: 161) to serve as a reference in the study of the policy implementation model on ^Business Entity Governance^ Belongs to Gampong (BUMG) Jeulanga Mata Ie, Bandar Dua District, Pidie Jaya Regency (Study of Policy Implementation Based on Pidie Jaya Regent Regulation Number 30 of 2020.
Based on the results of research and findings in the field, the governance of BUMG Ie Jeulanga based on policy implementation has a myriad of problems. Shows that the role of leadership and community participation in village development determines the success of economic transformation in Gampong Jeulanga Mata Ie, especially in the AMDK Ie Jeulanga business. The role of leadership can be seen from four indicators, namely: ideal influence, motivation, inspiration, intellectual stimulation and individual consideration. A good management system, such as job descriptions for each employee and a clear coordination system, will make it easier for BUMG managers to achieve goals or targets. This has not been applied to all of the AMDK Ie Jeulanga production business, where each element of the BUMG Ie Jeulanga management should have clear duties and functions as stated in the Statutes and Bylaws (AD/ART). Existing financial resources are still not sufficient in implementing the BUMG program, this is because the funds disbursed by the regional and village governments, that is, on average, these budgets are still used in the form of fixed and movable assets. Meanwhile, to focus on using the budget for the operation of the AMDK production business, this will only start in 2022. Implementers hope that there will be sufficient sustainable financing so that they can empower more people to increase the production of the AMDK business more optimally. The potential for human resources for BUMG managers is still very lacking, most likely the level of education and staff expertise is not in accordance with the jobdist of the AMDK production business, because the majority of the residents of Gampong Jeulanga Mata Ie earn a living as farmers/planters as well as casual daily laborers and with the establishment of the AMDK business unit by BUMG Ie Jeulanga, it is hoped that there will be employment absorption, both direct and indirect labor. Administrative management and financial reports have not been managed properly, this is because managers are still doing bookkeeping manually and not routinely in inputting data so that researchers have difficulty getting data.
The final conclusion regarding the Governance of BUMG Jeulanga Mata Ie, Bandar Dua District, Pidie Jaya Regency (Study of Policy Implementation Based on the Pidie Jaya Regent Regulation Number 30 of 2020 Concerning the Establishment, Management, Management and Dissolution of Gampong-Owned Enterprises), is to provide output achievements with practical implications for the Government It is hoped that Pidie Jaya Regency and related parties will be able to recommend management activities for BUMG AMDK Ie Jeulanga production by focusing on work plans, management aspects, business capital and reliable human resources as well as policy development regarding this matter.
