INFRASTRUCTURE POLICY IN ORDER TO INCREASING COMMUNITY SOCIAL ECONOMY (Study of Policy Implementation Based on the Presidential Decree of the Republic of Indonesia Number 75 of 2014 Concerning the Acceleration of Priority Infrastructure Provision in the Construction of Gampong Blang Mirou - Kumba Connecting Bridge, Bandar Dua District, Pidie Jaya Regency)

Abstract

One of the infrastructure policies adopted based on the implementation of the Presidential Decree of the Republic of Indonesia Number 74 of 2014 is the arrangement of areas in Kab. Pidie Jaya. This is stated in the Pidie Jaya Regency Qanun Number 7 of 2014 concerning the 2014-2019 Pidie Jaya Regency Medium Term Development Plan (RPJMK) in Pidie Jaya Regency. Vision and Mission in the development of Pidie Jaya Regency in 2014-2019 need to be translated into general policy formulations and programs in a consistent and specific manner. In 2018 the construction of the Blang Mirou - Kumba steel frame bridge was carried out using the DAK budget. Previously, the residents of Blang Miroue, Ulee Gle Tunong Village, and the Kumba-Ulee Gle community, Bandar Dua District, Pidie Jaya Regency, had asked the government to build a suspension bridge in their area. As a result of the absence of a means of communication, residents in the two areas bounded by the river are forced to take another road which is quite far away when traveling. The aim of the research is to analyze and examine in depth the implementation of policies based on the Presidential Regulation of the Republic of Indonesia Number 75 of 2014 concerning the Acceleration of Provision of Priority Infrastructure in the context of social and economic improvement of the community in the construction of bridges connecting gampongs in Gampong Blang Mirou-Kumba. The method used is descriptive qualitative. The data sources used are primary data and secondary data. The research uses data obtained through interviews, observation and documentation. Based on the results of research and findings in the field, the final conclusion is that the implementation of this policy can provide output with practical implications for the people of Pidie Jaya Regency, especially the people of Gampong Blang Mirou and Gampong Kumba and the Government of Pidie Jaya Regency so that there is increased social interaction between these areas and an increase in the regional economy. .An interesting finding is that when the road was widened for the construction of the connecting bridge, the community gave their land for free without having to be compensated by the government.
