Supervision of Panglima Laot Lhok in Preventing Illegal Fishing

Abstract

Coastal communities throughout Indonesia who depend on marine wealth carry out the pattern of controlling the sea area as well as the pattern of controlling the land area (land). Aceh has rich cultural values. This has become one of Aceh^s well-known characteristics, which indirectly influences the formation and implementation of state law. Located in the westernmost part of Indonesia and directly adjacent to many countries, Aceh is often a place that experiences illegal fishing. The Laot Customary Law Institute, headed by a panglima laot, is a customary institution that plays an important role in regulating the utilization and management of coastal and marine resources. This institution is responsible for implementing and supervising customary rules in the field of sea that have been determined and decided through customary deliberations of the handlers of the laot who live in the area. Aceh^s sea area is very strategic and has great marine potential, which has many marine natural resources, both biological and non-natural, which makes Aceh vulnerable to illegal fishing. In addition, Panglima Laot regulations state that fishermen are prohibited from bombing, poisoning, sedating, electrifying, taking coral reefs, and other actions that can damage habitat and other biota. The aim of this research is to analyze and examine in depth the supervision of Panglima Laot Lhok in preventing illegal fishing. The method used is descriptive qualitative. The data sources used are primary data and secondary data. The research uses data obtained through interviews, observation and documentation. Based on the results of research and findings in the field, the final conclusion is that Panglima Laot Lhok always supervises in preventing Illegal Fishing, either directly carried out by Panglima Laot Lhok or by coordinating with fishermen who are at sea, but the vast sea factor causes supervision not to occur properly and thoroughly, sometimes illegal fishing also occurs.
