In terms of Actor Network Theory in Roberts^ view, the patterns of interaction between actors that exist are classified into four typologies of strategies that lead to the process of policy formulation and final decisions reached through a strong bargaining position between the actors involved. Roberts considers it important to observe the behaviour of actors who seek to influence the policy formulation process through. 1).
