In terms of Actor Network Theory in Roberts^ view, the patterns of interaction between actors that exist are classified into four typologies of strategies that lead to the process of policy formulation and final decisions reached through a strong bargaining position between the actors involved. Roberts considers it important to observe the behaviour of actors who seek to influence the policy formulation process through. 1). The interaction of actors in bargaining with other actors in the policy formulation process to obtain their position and interests, where this position refers to one^s support or opposition to the policy of interest- 2). Power strategies seek to change the tangible and intangible power of an actor. In this case, the role of several influential actors such as P Rahmat Hasanuddin has been able to mediate conflicts of interest between actors so that objective and proportional policies are obtained so as to overcome the next level of typology, namely 3). Mobilising actors who pose a threat or obstacle. This strategy is carried out by actors who cannot successfully accommodate their interest. 4) A perception strategy that seeks to change the way other actors think and map problems and solutions
