Abstract
One of the communications type currently used by the government during the industrial revolution 4.0 is the social media. Social media has changed the world a lot. The types of communication is merged in one container called social network/social media. In Indonesia, social media is the most popular medium used by all levels of society to communicate. This type of research uses qualitative research methods. The definition of qualitative research can be interpreted as research that produces descriptive data regarding spoken and written words, and observable behavior of the people being studied. Basically, qualitative research methods are intended for research that is observing cases. The data collection techniques that will be used are semi-structured interviews, observation and document collection. The informant determination technique to be used is purposive technique. Furthermore, the data analysis technique uses an interactive model and the data credibility test technique uses triagulation. This research will be carried out at the Badan Pelaksana Otorita Danau Toba which is located in Medan, North Sumatra. The output to be achieved is the publication of the Scopus indexed procedure and the compilation of reference books or textbooks. The outputs of this research consist of mandatory outputs in the form of reputable international publications in proceedings at scopus indexed scientific seminars or Web of Science and Copyright (Certificates) Research Reports, while additional outputs are indexed international journals.
