regional heads and promote equitable public service policies, several
mechanisms can be put in place.

These mechanisms are crucial to prevent misuse of power, ensure
transparency, and guarantee that decisions benefit all segments of
society, especially marginalized and underserved groups. Here are
some key mechanisms: Clear Legal Framework and Guidelines:
Establishing a comprehensive and transparent legal framework that
defines the scope and limits of discretionary powers is essential. This
framework should outline the specific circumstances under which
regional heads can exercise their discretion and the types of policies
they can implement. Clear guidelines will help prevent arbitrary
decisions and ensure that discretion is exercised fairly and
consistently. Oversight by Legislative Bodies: Regional legislative
councils (DPRD) should have a role in overseeing the decisions made
by regional heads. Regular reviews and debates on policies that
involve discretionary powers can hold regional leaders accountable.
Parliamentary committees or subcommittees could be tasked with
reviewing the use of discretionary powers in policy implementation
and ensuring that these policies align with public interests and legal
standards.

to determine whether a discretionary decision is ^wise^, our article
use the following standards or measurements:

1. legality, ensures the discretion exercised is whiting the scope of
legal authority and doesn^t violate existing laws or regulation

2.proportionality, assesses whether the decision is proportionate to
the in tended outcome, meaning it balances between the action
taken and the public interest served.

3.accountability and transparency

4.public interest, measures whether. the discretion serves the public
good, focusing on outcomes that benefit the community rather than
personal or political gain.

5. effectiveness and efficiency

6.fairness abd non. discrimination

7.responsiveness to regional needs, in cases of regional governance,
it assesses whether the discretion aligns the unique needs and
context of. region.

these standards help to provide an objective framework to evaluate
the wisdom and appropriateness of discretionary actions in
governance and public service contexts.
